Our Services

ITU Filing Development and Support

We provide end-to-end support for filing satellite networks with the International Telecommunication Union (ITU), covering both GSO and NGSO systems across all operational frequency bands. Our team prepares Advanced Publication Information (API), Coordination Requests (CR/C), Appendix 30/30A/30B modifications, Notifications and submissions related to Resolutions 8, 35 and 49). Our team can also monitor and respond to the bi-weekly BR International Frequency Information Circular (BR IFIC) and handle all procedural elements of international coordination on behalf of our clients. We also assess filing viability, defend date priority, and develop strategies to protect orbital rights in increasingly congested and contested bands.

Our track record includes successful navigation of complex ITU processes for LEO mega-constellations, geostationary broadband systems, and remote sensing programs.

ITU-R Representation and Sharing Study Development

Telecomm Strategies team members regularly attend multiple regional and international meetings in the context of the ITU-R processes leading up to the World Radiocommunication Conference (WRC).

We produce, review, critique and defend contributions in the various fora of the ITU-R, including those relating to Study Group 4: Systems and networks for the fixed-satellite service, mobile-satellite service, broadcasting-satellite service and radiodetermination-satellite service. We regularly participate in the WP4A, WP4B, WP4C, WP5D, WP7D and other working party meetings, as well as in the corresponding national preparatory processes, in the regional reconciliation process and in the international arena, representing our clients’ interests, reporting on new developments and advocating for the positions of our clients with the administrations involved in these Working Party meetings.

Interference & Compatibility Engineering

Interference is not just a regulatory issue — it’s a mission-critical risk. We deliver spectrum compatibility assessments, co-frequency and adjacent band sharing analyses, and interference mitigation strategies to ensure system integrity and regulatory compliance. Using advanced modeling tools and proprietary analysis techniques, we quantify risks between space systems (GSO-GSO, NGSO-NGSO, GSO-NGSO) and with terrestrial services including mobile 5G, fixed microwave, and broadcasting.

Our engineers are regularly called upon to support bilateral coordination meetings, respond to ITU circulars (IFIC), and defend clients’ filings against harmful interference claims.

Domestic Process Regulatory Navigation

The regulatory landscape is complex and constantly evolving. We assist clients in obtaining licensing and market access approvals across major jurisdictions, including the FCC (USA), ISED (Canada), and national regulators across Europe, Asia, and the Americas. Our services include preparation of technical exhibits, drafting of public interest statements, development of advocacy strategies, and direct liaison with regulatory bodies. We often work in conjunction with our clients’ legal team and external firms to ensure that the technical narrative is well harmonized with the overall regulatory assessment narrative.

We also represent clients in rulemaking proceedings, such as FCC Notice of Proposed Rule Makings (NPRMs), domestic consultations worldwide and WRC preparatory groups, enabling them to influence policies that affect orbital resources and spectrum access.

Satellite Spectrum Optimization

Beyond compliance, we help clients optimize the value of their spectrum and orbital assets. This includes support for GSO orbital slot selection based on coverage goals and coordination feasibility, internal audits of spectrum rights and filings, and technical due diligence during mergers, acquisitions, or investment.
