Founded in 1991, Telecomm Strategies has developed into a multidisciplinary team of engineers, regulatory experts, and strategists. Our mission began through the work of Dr. Richard Barnett to enable space-based ventures to navigate complex regulatory environments and optimize spectrum usage for satellite systems.

Telecomm Strategies is a privately-owned global consulting firm, based in Canada, providing regulatory and engineering services in spectrum and satellite communications. Our team of global experts and over 30 years of experience helps clients navigate ITU filing preparation, interference management, and spectrum planning. We also have proven expertise in supporting responses to domestic rulemaking and regulatory applications with many Administrations, including the USA’s FCC, Canada’s ISED, UK’s OFCOM, Liechtenstein’s AK, UAE’s TDRA, Qatar’s Es’HailSat, etc.

Dr. Philippe Dupuis

President & Spectrum Strategy Consultant

Dr. Philippe Dupuis is a licensed Professional Engineer with a Ph.D. in Mechanical Engineering and over a decade of leadership experience in advanced technology firms. As President at Telecomm Strategies, he oversees the firm’s operations and provides expert consulting in interference analysis and engineering regulatory compliance studies. His background includes managing multimillion-dollar R&D programs, directing smart manufacturing initiatives, and leading technology ventures. Philippe’s multidisciplinary experience ensures strategic insight at the intersection of policy, engineering, and global spectrum regulation.

Marc Dupuis

Principal Consultant – Global Spectrum Strategy & Coordination

Marc Dupuis brings over 35 years of leadership in global spectrum policy, satellite coordination, and regulatory strategy. A former senior executive at OneWeb and Industry Canada (ISED), he has led international efforts at the ITU, WRCs, and numerous national delegations. Marc has directed large engineering teams, managed multi-million-dollar regulatory portfolios, and negotiated technical spectrum agreements across North America, Europe, Asia, and Africa. At Telecomm Strategies, he contributes deep expertise in ITU filings, interference mitigation, market access, and global licensing for NGSO and GSO systems. His experience spans every major stakeholder group in the satellite ecosystem.

Dr. Richard J. Barnett

Founder & Senior Advisor – Satellite Systems Strategy

Dr. Richard Barnett is the founder of Telecomm Strategies and a Chartered Engineer with over 45 years of international leadership in satellite systems design, regulatory strategy, and advanced telecommunications engineering. His work spans executive roles at British Aerospace, Asia Pacific Space and Communications Ltd, and Columbia Communications, and he has contributed to landmark satellite programs including ECS, ORION, and APSC. Richard has led successful international coordination efforts, advanced next-generation payload architectures, and advised both commercial and government stakeholders across Europe, Asia, and North America. He remains a senior advisor to the firm from Bath, UK, where he continues to shape global satellite policy and technical development.

Marta Donate Fuente

Spectrum Engineer – Regulatory Affairs & Interference Analysis

Marta Donate is a specialist in spectrum regulation and interference analysis for satellite communications, with a Master’s in Space Engineering and extensive hands-on experience at OneWeb – Eutelsat Group. She supports global regulatory filings and frequency coordination efforts, particularly across the APAC region, engaging in international ITU, APT, CEPT, CITEL, and ATU forums. Marta brings strong technical depth in simulation and licensing, and has represented administrations in WRC and working party meetings. Her background also includes research in antenna design and CubeSat systems in collaboration with ESA and leading academic institutions in Spain.

Nelson Malaguti

Senior Consultant – ITU Regulation & Global Spectrum Policy

Nelson Malaguti was the former Counsellor at the Radiocommunication Bureau (BR) of the International Telecommunication Union (ITU). He was responsible since June 2006 for ITU-R Study Group 4 on Satellite Services (FSS, BSS, MSS and RDSS) and the Coordination Committee for Vocabulary. Before taking up these duties, he worked at EMBRATEL in Brazil, involved in the coordination, notification and registration processes for the Brazilian satellite networks. He then worked in the Space Services Department of the BR ITU, having participated actively at World Radiocommunication Conferences (WRC) such as WRC-97, WRC-2000 and WRC-03. He also participated actively at WRC-07, WRC-12, WRC-15, WRC-19 and WRC-23 and is actively participating to prepare the upcoming WRC-27. He received a M.Sc degree in telecommunications engineering from PUC-RIO, Brazil.

Rehan Hyder brings over two decades of specialized experience in satellite spectrum management, regulatory affairs, and ITU filing strategy. Based in the Middle East, he has led key initiatives across C, Ku, Ka, Q/V, and L bands, ensuring compliance with both domestic and international frameworks. As Vice President of Spectrum and Regulatory Affairs at Yahsat, he managed market access strategies, ITU coordination, and regulatory advocacy across global jurisdictions. Rehan is recognized for his deep expertise in interference analysis, filing software tools, and regulatory engagement with authorities in the Middle East and beyond.

Steven K. Kaltenmark

Principal Consultant – Satellite Filing & Interference Analysis

Steven Kaltenmark brings over three decades of expertise in ITU satellite filings, interference simulation, and spectrum coordination. A core member of Telecomm Strategies since 1999, he has led technical and regulatory support for geostationary and non-geostationary systems across FSS, EESS, RNSS, and MSS services. Steven has developed custom software tools for orbital analysis and interference prediction, participated in multiple World Radiocommunication Conferences, and represented clients globally in coordination meetings. His deep knowledge of ITU databases, filing strategies, and cross-service sharing makes him a trusted expert in satellite licensing and interference risk mitigation.

Senior Advisor – ITU Regulation & Global Spectrum Policy

Yvon Henri is a globally respected figure in satellite regulation with over 40 years of experience, including three decades in leadership at the ITU. As a current member of the ITU Radio Regulations Board (RRB), he brings unmatched insight into the application and evolution of international spectrum rules. Yvon previously served as Chief of the Space Services Department at the ITU, where he led major reforms in coordination, filings, and interference resolution. His experience spans global advocacy, technical policy, and strategic regulatory development for both government and industry, including prior executive roles at OneWeb and France Telecom.

Gerald D. Shewan

Senior Consultant – Interference & Propagation Analysis

Gerry Shewan is a Professional Engineer with deep expertise in satellite link budgeting, interference modeling, and RF spectrum planning. Formerly with Telesat, Industry Canada, and the Canadian Communications Research Centre (CRC), he has led major regulatory reviews, ITU coordination studies, and field deployment initiatives. He brings decades of technical leadership in satellite performance evaluation, RF mitigation, and national spectrum policy design.

Matthew Klincans

Spectrum Engineer – Coordination & Simulation Specialist

Matthew Klincans is a specialist in satellite sharing studies, NGSO coordination, and international spectrum licensing. At Eutelsat OneWeb, he leads interference simulations using Visualyse and MATLAB to support global filings, rulemakings, and coordination negotiations. His technical contributions have shaped Canadian positions at WRC-23 and Working Parties 4A and 4C. He is also an experienced developer of custom simulation tools for EPFD and PFD contour analysis. With a background in space systems engineering, Matthew bridges policy, physics, and computational modeling to support spectrum access strategies worldwide.

Jean-Yves Guyomard

Senior Consultant – Scientific Missions Spectrum Regulation and Interference Analysis

Jean-Yves Guyomard is a seasoned spectrum engineering expert with over three decades of experience in satellite communications. He has supported clients such as the European Space Agency, AIRBUS, EUMETSAT, OneWeb, and the European Commission in their goals of achieving compatibility between scientific and commercial satellite systems. His career includes over a decade at ANFR, where he led initiatives in Earth observation and radio astronomy, and chaired CEPT SE40. He has held key roles in the French Ministry of Defence and the Direction Générale de l’Armement, with deep involvement in military satellite operations and signal intelligence programs. Jean-Yves holds an engineering degree from ENSTA Bretagne in France.

Hendrik (Henk) Prins is a Chartered Professional Engineer with over 30 years of experience in communications engineering and international regulatory policy. Based in Australia, he brings deep technical and strategic expertise in satellite and terrestrial network planning, project management, and ITU advocacy. Henk has led key national and international initiatives, including designing Australia’s satellite relay distribution system and advising on broadcasting master plans in developing nations. He has advised governments and global clients across Asia and Oceania, representing their interests in ITU Study Groups, WRCs, and international policy forums.
